The worldwide trend towards democratic decentaralization and empowering the grass-root level institutions has led reshaping the rural development programmes and administrative reforms. Effective decentralization requires political, fiscal and administrative reforms to implement decisions nad initiatives so that efficiency inthe delivery of public sevices may be ensured.

Dr. Amba Agarwal is presently Director Institute of Development REsearch and Studies, Lucknow. She did her ph.D. in Economics from Lucknow University, Lucknow. As a UGC Senior Follows, she did her doctoral research on Alternative Sources of Pnachayat Finances in India: An Interstate Analysis. Dr. Agarwal having research and teaching experience of over six years, has devoted her attention mainly on issues and aspects of rural development, Panchayat finances, decentralization and off-course empowering the weaker sectiosn of the society. Dr. Agarwal has participated in a number of national seminars, workshops and consultancy projects.
