This study is divided into two parts. The fint, by Jan Versluis, proposes a model for the simultaneous planning of production, manpower and education and applies it to Peru; the second, by Jean Benard, describes a broader theoretical model containing a number of additional constraints, basically of `social nature`. Both models derive from the basic notion that the growth of productive employment and the reduction of unemployment depend essentially on action taken in four main areas: in respect of production, by the expansion of existing economic activities, the creation of new ones and the adoption of appropriate technologies; in respect of demand, either directly by increasing the propensity to consume or indirectly by modifying the distribution of income; in respect of foreign trade, by expanding exports and opening up the markets of industrialised countries; and in respect of people, by more appropriate educational and training systems and by long-term demographic policies. The fact that these four areas are interdependent emphasises the need for an over-all economic and social policy that simultaneously affects each one of them.
