In a federal polity, reforms related to economic integration, deregulation, or natural resource management cannot be fully effective without the active participation of subnational governments. While most of the available literature in this area focuses on reform of federalism, this volume is about reform through federalism. It explores the ways in which central governments can motivate, influence, and ensure the coordination of subnational policies.
Drawing from a range of case studies, mainly from India and Australia, the essays analyse various mechanisms to promote reform such as:
earmarked funding from central to subnational governments,
award of incentive funding if certain reforms are undertaken,
cross-government agreements, and
