This study, based on an intensive survey of workers and contractors and indepth interviews of technical personnel involved in The building construction industry in Ahmedabad city, portrays the construction labour market in terms of the dimensions of existing production relations and structural analysis of wage rate, wage differentials and mobility. Further, it analyses the mechanism which shows mutual interactions of production relations and functioning of the labour market. The analysis reveals that the structure of the industry is in a state of flux. However it is operating under the condition of constant return to scale. The factor share distribution in this "sweated" industry is uneven where the largest share is being appropriated in the shape of profit. There is no effective institutional mechanism in the construction labour market for the dissemination and communication of job recruitment and training. The labour contracting system performs adequately for employers. An intensive exploitation of labour thus manifests itself in the form of existing production relations in the industry. Thus the study projects the construction workers as an exploited class, eking out a pitiable living amidst conditions of penury and poverty. The study calls for policy interventions simultaneously on several fronts planned expansion of activity, nature of technological change, restructuring of the labour market and application of suitable labour legislation.ISBN:0000000078
