Dr. M.V. Nadkarni is one of our competent and perceptive observers of the rural scene. He has done well to exploit the opportunity of making a benchmark study to gibe a comparative appraisal of three major strategies of rural development in drought prone areas irrigation, animal husbandry and rural industry. He has explained how the phenomenon of poverty or inequality undergoes qualitative changes in this process, and how even when absolute poverty is reduced, inequality increases. I am happy that Prof. Nadkarni has continued his interest in the problems of drought prone areas. He has already contributed to a better understanding in this field through his earlier work on the impact of droughts and on growth and instability in agriculture.
